As part of the state web portal redesign, the State of California wanted all state agencies to follow similar design standards. The state invited SymSoft to create a toolbox to guide the state webmasters in implementing the specifications for consistent branding, web usability and accessibility.

SymSoft created the WebTools portal to include tools, templates, and code snippets, resources, implementation guidelines, and website development lifecycle. The portal provides specific resources and information for Web Usability and Accessibility including World Wide consortium (W3C) standards, Web Content Accessibility Guidelines (WCAG) and Americans with Disabilities Act, Section 508 compliance requirements.

The California State Agencies and Departments have used the best practices and guidelines to improve their websites, and raising California's rank in Brown University study from rank 47th to rank 12th within a year and to rank 4th within couple of years. With its broad appeal for design, development along with its thorough content, WebTools has become the trusted online resource not only for state agency webmasters, but also for webmasters across the world.
